THE VILLAGE IMPLEMENTATION GUIDE

Quite often one hears the phrase, "It takes a Village to raise a child." Many philosophical discussions have attempted to operationalize or concretize the proverb, particularly for urban, community-based service providers and their clients. Frustrations associated with an implementation strategy for the proverb result not from failing to identify the needs of the "Village," but from what organizations should do to meet the needs of the Village residents.

The Village Implementation Guide presents a strategy for "How to Raise a Village." A historical perspective is presented on how the "state" became an extended Village member. The discussions show how the "state-surrogate family member" role has failed, and how we must move forward in the 21st Century with a contemporary perspective on the effective case management needs of children and families. The Village presentation addresses these challenges and ways to overcome implementation obstacles.
